The Grand Inquisitor was a Pau’an and the highest-ranking member of the Inquisitorius, the Empire’s Jedi-hunting order, answering directly to Darth Vader. He debuted in the animated series Star Wars Rebels in 2014 and returned in live action in Obi-Wan Kenobi, played by Rupert Friend.
The design is properly called the double-bladed spinning lightsaber, and it was issued across the Inquisitorius rather than being personal to him — which is why Inquisitor hilts look so alike from one character to the next. A circular disc sits mid-hilt; the blade emitters travel along tracks in that disc while the grip stays still, so the blades can be whirled around the wielder. It could also be run as a single blade.
